In the United States all lotteries are run by individual states. There is no national lottery operating as there is in the United Kingdom. Nearly all states have made changes to their constitutions to allow a lottery to take place legally. There are also legal lotteries operating in jurisdictions such as Puerto Rico, the US Virgin Islands and the Distict of Columbia.

Lottery BallsDuring the early 1800s, private lotteries were considered legal in the United States. Indeed, several US patents were granted to new types of lottery.

Prior to the many state sponsored lotteries illegal lotteries were very popular. It wasn't until 1964 that the first modern state lottery was established in New Hampshire.

Today there are official lotteries in 42 states and also in the District of Columbia and the US Virgin Islands.

In 1985 the first real interstate lottery was established in the United States. This linked three of the New England states. Then in 1988 the Multi-State Lottery Association was established with Oregon, Iowa, Kansas, Rhode Island, West Virginia, Missouri and the District of Columbia as its members.

In 1996 another interstate lottery was formed by the states of Georgia, Illinois, Massachusetts, Maryland, Michigan and Virginia. This was known as "The Big Game". Later these states were joined by New Jersey, New York, Ohio, Washington, Texas and California. This interstate lottery is now known as "Mega Millions".

Since the 1970s lotto scratch cards have also become a major source or revenue for the state lotteries. Some states have even introduced video lottery terminals which are effectively just slot machines.

There are also many online lottery style games available on the Internet today. Online gaming rules are generally quite prohibitive but so called lotto games endure less scrutiny. This has lead to an increase in the number of sites offering lottery ticket purchasing services, which normally charge a premium based on the normal lottery prices. The legality of these services is questionable.

At present the many lotteries in the United States donate a large amount to the public education system. The problem is that however, these funds frequently replace rather than supplement normal funding. This means there is effectively no extra money for education.

Perhaps someday some of the lotto money will be made available for the education system in addition to what should already be provided.
